Expansionism is undoubtedly one of the most important causes of insecurity, which is mostly reflected in the thought of government leaders and elites of society. Such greed for expansion, which mainly comes from a lack of resources, pushed the concept of security throughout the dispersal of conflict in human societies to be defined in terms of governmental perceptions. The most important complication of this perception is security doubts in understanding and facing a threat, which has created a fragile mosaic of security in the country’s environmental conditions. However, understanding the perception of security along with understanding the environmental conditions is the starting point for examining the strength of security in the country. The Islamic Republic of Iran is one of the countries that have had certain ups and downs in the field of security and insecurity due to the special conditions of the post-revolutionary period, and now that it is in the second phase of the revolution and has experienced forty years of the Islamic Revolution, must draw a roadmap and begin its security leap for reaching the pinnacle of security. The present article aims to achieve the desired framework for security production leap in the security organizations of the Islamic Republic of Iran. Since each framework requires a roadmap; The “second phase of the revolution” statement has been used as a roadmap. According to the orders of the Supreme Leader of the Islamic Revolution in the Nowruz message of 2020, efforts will be made to address this issue by referring to the “second phase of the revolution” statement. Therefore, the question is what is the desired framework for the security organizations of the Islamic Republic of Iran to leap in security production? This article proposes no hypothesis because it is text-based and uses the “second phase of the revolution” statement as a criterion. This applied-fundamental research has been carried out through an analytical-descriptive method. The data were gathered by document collection and then analyzed using text-based content analysis. The result indicates that the security production leap in the “second phase of the revolution” statement is within ten commands and based on two theoretical and practical pillars. In theory, five commands include focusing on religious and revolutionary principles, adherence to Velayat-e-Faqih, justice, enlightenment, and self-reliance, respectively. In practice, popular participation will be achieved by focusing on the use of young forces, gaining experience, scientific movement.
