The focus of this article is on the "functionality" of the Telegram platform, how the Telegram platform is active, and it builds a global identity. Bruno Latour's four technical mediators include ('translation', 'synthesis', 'reversible masking' and 'delegation of instructions'); which can be a suitable tool for understanding the nature and ontology of the Telegram platform. With these four mediators, a description, analysis and explanation of the nature of Telegram is provided. In other words, Telegram has passed through these Latour,s four mediators, and in addition to its function, its nature as a communication technology is also clarified. As a result of this article, the basis and nature of the Telegram platform is "human" and specifically, "individualism"; which is the closest intellectual model to it is liberal. In addition, on the Telegram platform, "global identification" does not form due to various reasons in its nature
